Lost on this image setting option

It says 'choose whether to prioritise visual quality or framerate'

Which I understand but then it gives you two options

Prioritise Image Quality
Prioritise Resolution

Are they not both the same

Which one do I choose for framerate?

They made it confusing. Why didn't they give the following two options and make it understandable for people like me lol,

Prioritise Image Quality
Prioritise Framerate
