Yes it will. You don't need to turn the controller on before plugging it into a usb 5v charger in the wall, just plug it in and the light on the controller should slowly pulsate on and off an amber colour while it charges.

The controller needs 5v 0.8amps. 5v being the important figure, if your charging plug is rated at over 0.8amps (say 5v 2amps) it doesn't matter as the controller will only draw what amps it needs, just make sure it's 5v

If you plug it in and there is no light at all the controller is probably fully charged already.
